Each star represents a U.S. Military base. Add to that our overthrowing the government of Iran in the 50s and installing the Shah, who ruled with an iron fist for over 25 years and it is easier to see how trust is hard to come by.
Not saying they are the good guys, just that the U.S. is not the best choice for a country to persuade them to do something…unless you want negotiations to fail, that is.
